No wonder the Security Council is talking in circles. The Russian Deputy Foreign Minister Yuri Fedotov explained their dismissal of Britain's six-point plan thus: "The British proposals on Iraq are not constructive and do not solve the main problem -- preventing the use of force against Baghdad."
