The Efficiency of Government

On the FCC's website, an email address is listed for those who have questions. A few weeks ago, I emailed fccinfo@fcc.gov with a simple question:

Where is the UNE pricing NPRM? All I can find is the press release and the 5 separate statements from each Commissioner. Where can I find the real thing?

The UNE pricing NPRM, by the way, is one of the FCC's most significant rulemaking projects, and anyone who is even remotely familiar with the FCC should have known what I was talking about. It is as if I emailed the Department of Defense and asked in which Middle Eastern country the United States had recently fought a war.

Anyway, someone at the FCC responded to my email today, fully two weeks after the UNE pricing NPRM showed up on the FCC's website. Here's the email, which is staggeringly irrelevant in every detail:
